It's just static cos the weather's cold. I get the same shocks from escalators in shops. It bloody hurts sometimes! The effect can vary greatly depending on what the soles of your shoes are made from. Honest.

Also look at your exiting technique. I used to get this all the time until I looked at how I was getting out of the car. Try this and I'm betting you'll never get another shock again:
Open door don't step out
Hold the metal at the top of the door frame (or any metal on the car that you find convenient)
Step out whilst holding onto the metal
Close the door without getting zapped.
Job done.

I keep ketting static shocks of all the metal door handles at work, and its realy anoying. You can discharge it but you look like a fool rubing your hand over odd surfaces lol.

Static build up is mostly due to the type of clothing you wear and the material such as silk and Nylon etc, or anything slippy.

I used to get some real belters off my Maestro HL, but the good old cotton velvet Mayfair upholstery stops the shocks. Loughborough University Library used to have a nylon carpet and chrome door handles. It took a brave person to open the door...
BTW, the SI unit for static electricity is the AARRGGHHH!

Depending on which part of you he kisses I could imagine the shock being quite  . But that's as much as I'm prepared to say.
