a friend of mine would like to know if a police car sees you doing slightly over the limit can they give you a ticket through the post like a speed camera or do they stop you and write it out with you there?

The police cannot issue Speeding Tickets through the post, so yes, they would have to stop you and write it out there and then.
Only Speed Cameras will give you a notification of a fine through the Post.

I think that the feds can issue a Fixed Penalty Notice after the event - they sit at the side of the motorway clocking speeding motorists then writing to them. Could be wrong though.
Off the record, in Greater Manchester, if you're stopped at up to 41mph in a 30mph zone you'll get away with it unless you're driving really badly. 42mph plus in a 30 and you'll get the ticket. Allegedly - this info is several years out of date but have heard of a friend doing 41 in a 30 being told to slow down a bit...
