suitable for testing Maestro/Montego digital dashboards?

Don't think so. I have a scanned copy of a Maestro technical manual at home and it has a picture of the digi-dash diagnostic gizmo - looks very different from this one (it is orange, for a start!). I am away for the weekend, but I will try to post a picture on Monday unless F153JUE gets there first...
