Im aware 15 v Is very Dangerious

Anything below 12v Is not obviously charging

loaded Slow Rpm: 11.53v
loaded fast Rpm : 12.09v

unloaded slow rpm : 12.25v
unloaded fast rpm : 13.29v

ive counted loaded as the following turned on :

Wipers , Front and Rear
Heaters on number 3
high Beam
rear Red Fog Lights
and Radio .

unloaded as just radio on ..

Is it common to throw a new looking alternator.. ? i know parts can be duff but i got no service history with KKW. or is there a common fault to allow it to undercharge?

Thanks In Advance

Its certainly not right but is the battery fully charged and in good condition? If not then this will affect the results.

If you've been putting 24volts + across the battery then it is probably dead or at least low on electrolyte. Also jumping with 24volts can also kill the alternator too.
